Procedure for deprecation of features

Proposed agenda item Some features are deprecated with very little either consultation processes or documentation of the reasoning and moving-forwardness of the deprecation.

Background Some features were deprecated without a clear understanding of the Assembly of why. This includes partaking or being consulted about the deprecation, as well as having documentation on why was it deprecated + what alternatives to have after deprecation.

Intended outcome(s)

1. Identify and explore cases where this has been the case (consultations, groups, members page)

2. Propose a process to deprecate and its needed resources (i.e. a place to consult deprecation decisions)
