Sortitions difficulties 1

Since sortitions is based on proposals, there should be a clean and clear number of them (non duplicate candidates, nor invalid). Therefore, proposals should be made by the admin of the process. Now, proposals can only be made from the front end and because of this the work-flow while holding a raffle becomes complicated.
