Neutral terminology in initiatives

Following the proposal made by @xabier and accepted (https://meta.decidim.org/processes/roadmap/f/122/proposals/12143?locale=es) I think that the context vocabulary in initiative should be more neutral. For example (see imatge attached) 1- When you are creating the initiative refers to the City Council. I would put the name of the organization instead of "town hall". 2- On a generic level, I would talk about initiatives. No citizenship initiatives. 3- Do not make reference to the scope of the initiative. Now it shows "city" or "district". Limit the text to "territorial or sectorial scope". 4- The last page (once the initiative is created) gives information (I believe) that is fulfilled in the case of decidim.barcelona exclusively. It should be an editable text. If you believe that it is not a bug, I will move the proposal to the other process.
