Display budgeting projects in a modal window instead of their own page

**Is your feature request related to a problem? Please describe.**

Currently the budgeting component shows each project on their own page. This causes confusion among some users as they have to browse back and forth between the two views and then search the position where they were in the list.

Another problem is that when some people share direct links to the budgeting projects on social media, the person clicking the link has no idea how the budgeting process should work.

**Describe the solution you'd like**

I would suggest opening the project descriptions in a modal window on top of the budget listing view. Direct links to projects could carry some identifier in the URL that would allow automatically opening the popup when coming to the view.

The opening modal would also have the button which the user could use to add the project to their vote.
