Proposals - Internal tags for administrative purposes

It should be possible for admins to assign internal tags to categorize the proposals for their needs. This could be e.g. the responsible organization for the proposal. This could be using either the categories or the scopes feature but it should not be possible for the users entering the proposal to select any of these internal tags.
