Allow visitors without accounts to vote on proposals

We know that it is difficult to turn visitors into active contributors. A comparative study carried out by OSP with the team that developed the make.org platform shows that offering a simple initial action without asking visitors to create an account first makes it possible to engage more participants among visitors and therefore lead to more contributors going so far as to create an account and submit proposals.

Describe the solution you'd like
We think that a first action without an account could be casting a simple vote on the proposals. Of course, this does not apply to all voting processes, but only to those where the vote serves as a first stage of engagement and is not a determining factor in the final outcome. Administrators should therefore have the choice of whether or not to open up this vote to users without an account, as is the case with surveys.

Describe alternatives you've considered
After careful evaluation, we believe that comments or endorsements cannot be opened without an account, as email is required to notify users of replies and the endorsement mechanism relies on the public profile being displayed.

Additional context
One of the inspirations is the Make.org platform, which allows visitors to immediately see a sequence of proposals already published and cast pro/against/neutral votes.

Does this issue could impact on users private data?
By definition, no personal data will be captured as the action will be carried out without creating an account.
