Reimagining Participation: Brazil Participativo mobile app and the shift from Processes to Proposals

In Brazil, participatory processes often follow predefined bureaucratic methodologies and structures with many stages and steps. While Decidim aligns with organizing participation through structured processes and assemblies, we've identified a challenge: citizens struggle to engage with proposals spread across multiple processes that often address similar themes, but are siloed by institutional structure.

To address this, we are developing the Brasil Participativo Mobile App, a version of Decidim that emphasizes proposals over processes, allowing for aggregation, discovery, and submission of ideas across thematic lines, regardless of the original participation process. Our lightning talk will briefly present the motivation, current development status, and demonstrate how we are adapting the Decidim model for mobile-first participation in the Brazilian public context.
