A participatory process is a sequence of participatory activities (e.g. first filling out a survey, then making proposals, discussing them in face-to-face or virtual meetings, and finally prioritizing them) with the aim of defining and making a decision on a specific topic.

Examples of participatory processes are: a process of electing committee members (where candidatures are first presented, then debated and finally a candidacy is chosen), participatory budgets (where proposals are made, valued economically and voted on with the money available), a strategic planning process, the collaborative drafting of a regulation or norm, the design of an urban space or the production of a public policy plan.

Process phases

  • Drafting committee members clarify and consolidate the different regulation areas that need to be drafted;

  • Drafting committee members identify which regulation areas are prerequisites for others;

  • Drafting committee defines the participatory process for internal regulation first draft creation

(January 9 to January 16)

  • Community members comment on priorities and vote with 3 votes / person

(January 16 to Feb 1)

  • Then Drafting Committee members identify which regulation areas are prerequisites for others and make the final selection of topics according to the prioritization.

  • Small groups are assigned to each of the first 8 to 10 priority areas, making sure that the groups have overlapping members

Drafting committee

  • Each group writes a draft for the 1st batch

  • Committee members agree on top 8 priorities

  • Committee members agree on top 4 priorities for the first batch iteration

  • Split members in 2 groups, working on 2 priorities each

  • Community can comment on a participatory text the first iteration for top 4 priorities

  • Meetings are organized to inform and deliberate around those 4 priorities

  • Committee members integrate the community feedback for 1st batch

  • Committee members draft texts for the 2nd batch

  • Community can comment on a participatory text the second iteration for top 4 priorities

  • Meetings are organized to inform and deliberate around those 4 priorities

The CC will review and approve the final text with the integrated contributions. In a joint meeting with the Drafting Committee, they will approve the text to be sent to the General Assembly for a vote.

  • Final draft regulations published on Metadecidim in advance of General Assembly meeting

  • General Assembly meeting: committee presents results of the drafting process

  • Association members vote on the drafts

  • Association members propose next priority areas to be addressed in internal regulations

About this process

This process aims to define an Internal Regulation for the Decidim Association, in order to clarify procedures, rules and methodologies to organise decision-making and governance in the Association. The Statutes of the Association define the basic principles of this governance, but leave many issues open that need to be expanded and clarified in the Internal Regulation.
