Election and renewal of the Coordination Committee

Article 1. Definition
1.1. Scope

As defined in the statutes, the internal regulation extends the dispositions of section third concerning the election and renewal of the Coordination Committee. The system for the election and renewal of the Coordination Committee is a procedure to elect members for the Coordination Committee appointed to occupy the following positions:
- presidency
- treasurer
- secretary
- speakers, distinct from spokespeople of thematic committees.

1.2. Rules

The election system and renewal of the Coordination Committee is composed of the following rules:
- When can elections be organized.
- Who has the right to vote.
- Who can submit a candidacy.
- How the voting system should be enabled via the Metadecidim platform.

1.3. Duties of the Coordination Comittee

Finally, the Coordination Committee is the entity responsible for the development of the election system for the renewal of the same Committee, given previous approval by the General Assembly of the Decidim Association.

1.4. Thematic Comittee Spokespersons

Beyond what is already established in Article 25 of the statutes of the Association, the procedure for the election of the spokespeople for each thematic committee is the following:
a. Spokespeople for each thematic committee must be elected by the members of their own Thematic Committees. Elections must be held at least once a year.
b. Spokespeople for each thematic committee can be discharged freely by the members of their own Thematic Committees
c. Spokespeople for each thematic committee have the following rights:
- Attend Coordination Committee meetings or exceptionally name a delegate to attend Coordination Committee meetings if they are unavailable.
- Submit separately as a candidate to other elections, such as Coordination Committee members elections.
- Thematic Committee Spokespeople may be reelected.
d. Spokespeople for each thematic committee have the following obligations:
- Represent the activity of the Thematic Committee in the Coordination Committee, at least once a year
- Represent the Coordination Committee activity in their Thematic Committee
e. Spokespeople for each Thematic Committee have the following limitations:
- Spokespeople for each Thematic Committee may not vote within the Coordination Committee

Article 2. Renewal of the CC
2.1. Term

All dispositions of section thrid in the statutes apply. Additionally, the incoming Coordination Committee has the responsibility to choose and make public the individual positions that need to be renewed.

2.2. Partial renewal of the Coordination Committee

Every 2 years the Committee will be partially renewed.
- In the first half of the term, the positions of Secretary and Treasurer and half of the speakers.
- In the second half of the term, the rest of the positions.

Article 3. Composition of the CC
3.1. Members

All dispositions of section third, article 18 in the statutes apply.

3.2. Parity

Parity: The Coordination Committee must aim for parity between men and women in its composition, with a minimum of 50% women. If the election results in a lower percentage of women, a correction under the condition of gender will be done under the details in Article 14.

Article 4. Voting rights
4.1.

All members of the Decidim Association can be voters, except members with past-due membership fees.

Article 5. Candidates
5.1. Rights of candidates

Any members of the Decidim Association can be candidates, if they so decide. Candidates have the following rights:
- Candidates may communicate their programmes to all members of the Association via the use of the Metadecidim platform.
- Candidacies can consist of 1 to 4 people.

5.2. Limitations of candidates

Candidates rights are limited by the following rules:
- Collective candidacies cannot be made up of members of the same organization or company.
- Collective candidacies should have a composition of a minimum of 50% women (or the number of women should not be less than half-minus-one in case of an odd number).
- No more than two individuals that are linked professionally and/or associatively to the same company or social entity that has a relation to Decidim may hold a position in the Coordination Committee simultaneously.

Article 6. Elections
6.1. Coordination Committee duties during the election

The voting process must be published on the Metadecidim platform before the election.The Coordination Committee has the following responsabilities:
- to ensure the correct application of this process
- to open a communication channel to answer questions regarding the voting system
- to ensure the proper functioning of the technical infrastructure used throughout the entire process. Should any problems occur, a specific communication channel must be enabled with the purpose of solving these problems

6.2. Voter rights during the election

During the election, the following voter rights apply:
- Each member may vote for as many candidates as there are vacancies in the Coordination Committee in the given election call.
- Candidates that are part of a collective candidacy can be voted for either individually and as a group.

6.3. Candidates registration

The registration of candidates will be made public to the General Assembly via the Metadecidim platform.

6.4. Voting process

The voting process must entail the following phases:
1. Announcement of the renewal of the Committee: positions up for re-election and publication of the electoral census (list of Association members eligible to vote). Claims regarding the census can be submitted.
2. Resolution of census amendments, after at least 7 days: final publication after resolution of all amendments.
3. Submission of nominations, at least 7 days later: members may publicly put forward their candidacy to become members of the new Committee.
4. Publication of candidacies: published candidates may start their electoral campaign.
5. Voting phase, at least 7 days later: members may vote
6. Candidate selection: candidates must be selected in order of votes obtained in order to cover the vacancies in the Coordination Committee. Additionnaly, the following adjustments can be made during the selection process:
- Adjustments if necessary by gender.
- In the event of a ties, priority will be given to women, and as a second criteria, to the oldest candidate.
- If, once all vacancies are covered, the Committee consists of less than 50% women, the man with the least amount of votes in the present election will be replaced by the woman with the most amount of votes among those not initially selected. This process will be repeated until a total of 50% women are reached or there are no more candidates.
7. Announcement of the results: the results must be validated and communicated through the relevant communication channels selected by the outgoing Committee.
8. Nominations of the incoming committee: The incoming Committee will choose among its members who will occupy the positions of presidency, secretary and treasurer.
