Random order is re-calculated when user goes back to proposals list

In case the user browses back and fort between the proposals list and then a single proposal, the random order is being recalculated constantly. This is very confusing for the user because they lose track where they are going.

In case the random order is the default, it should carry the random seed in the URLs to avoid this issue.

As a side note: I personally would not make random order the default.
