Do not notify if the user triggers a notification to themselves

When I leave a comment where I refer to a proposal that I have created myself, the system sends a notification to me. In my opinion, this is unnecessary and should be considered a bug because I know that I just referred to the proposal, as it was me that left the comment. In general, I think all notifications sent to the user that triggered them should be omitted for that user. This just leads to unnecessary email spamming when the notification emails are enabled.
