Dynamic multifield sections do not currently work correctly with IE11

The `` tag used in various dynamic multifield forms in Decidim does not function properly in IE11. When used in IE11, the contents of the `` element are interpreted to be inside the form itself. Therefore, this may break in case the `` tag appears inside a form element.
