#hashtag not rendered correctly in notifications and emails

1. When notifying a participant that a proposal was created/commented/ammended/... and has a hashtag in the title. 2. The notification about a resource that has a hashtag in the title is not rendered as expected: #hashtag ; instead the non-parsed gid of the hashtag is shown: gid:/decidim-development-app/Decidim::Hashtag/1/hashtag 3. Found in notifications and emails sent to participants (creation, comment, answer, collaborative draft access request, amendments ...)
