Un procés participatiu és una seqüència d'activitats participatives (p.e. primer omplir una enquesta, després fer propostes, debatre-les en trobades presencials o virtuals, i finalment prioritzar-les) amb l'objectiu de definir i prendre una decisió sobre un tema específic.

Exemples de processos participatius són: un procés d'elecció dels membres d'un comitè (on primer es presenten unes candidatures, després es debat i finalment es tria una candidatura), pressupostos participatius (on es fan propostes, es valoren econòmicament i es vota amb els diners disponibles), un procés de planificació estratègica, la redacció col·laborativa d'un reglament o norma, el disseny d'un espai urbà o la producció d'un pla de polítiques públiques.

Participatory Process to define an Internal regulation for the Decidim Association

Quant a aquest procés

This process aims to define an Internal Regulation for the Decidim Association, in order to clarify procedures, rules and methodologies to organise decision-making and governance in the Association. The Statutes of the Association define the basic principles of this governance, but leave many issues open that need to be expanded and clarified in the Internal Regulation.

This process is the result of a commitment made by the Coordination Committee, following the debate on adherence to the Manifesto in support of Palestine. After the resolution of that debate, the Coordination Committee recognized the need for clearer rules and procedures for decision-making and conflict resolution. This led to the initiation of the Internal Regulation drafting process.

How is the process organized?

The process is structured into eight phases, ensuring a thorough and participatory approach.

  • Preparation (December 1–31): The Drafting Committee identifies key areas requiring regulation.

  • Agenda Setting (January 9–February 1): The community is invited to comment on proposed topics and suggest new ones. The Committee then prioritizes the topics and forms drafting groups.

  • First Deliberative Cycle:

    • Drafting #1 (February 1–March 1): Initial drafts of priority topics are created and reviewed.

    • Community Deliberation #1 (March 2–April 9): Drafts are opened for discussion through participatory texts, online events, and expert-facilitated discussions.

  • Second Deliberative Cycle:

    • Drafting #2 (April 9 - April 30): Drafts of new set of topics

    • Community Deliberation #2 (May 5 - 23): Events, opening contributions on the second set of topics.

  • Finalization and Approval:

    • Feedback integration for Phase 2 articles (May 26 - June 9): Incorporating input into a comprehensive set of regulations.

    • Coordination Committee Review (June 2 - June 9): Finalizing the text for presentation.

    • General Assembly Vote (June): Approval of the Internal Regulation.
