To be able to change the scope of one or more proposals

### User story **Is your feature request related to a problem? Please describe.** When participants submit their proposals, it is possible that sometimes the scope selected may not be correct. As a process administrator I need a way to assign a different scope to one or more proposals, just as I can do with categories. **Describe the solution you'd like** I would like to have an option in the "actions" menu in the admin panel proposal table that allows me to select one or more proposals and assign them a different scope **Additional context** [Imgur](https://i.imgur.com/FEAv87H.png) **Does this issue could impact on users private data?** No ### Acceptance criteria - [ ] As a participatory process admin I can select one or several proposals and assign them a different Scope - [ ] As a visitor I can see the scope changes made by an administrator in the version control of the proposal
