Possibility to disable compare step in the wizard

Is your feature request related to a problem? Please describe. As a user, I don't want too much steps in the creation of my proposal.

As an admin, I don't need compare step always. Describe the solution you'd like As an admin, I can manage to enable/disable the compare step in the management settings. Describe alternatives you've considered Sometimes this step is needed, so remove this step is not an option. Additional context Component proposals Does this issue could impact on users private data?
