Disable the proposal comparator

We often have users telling us the proposal comparator isn't making relevant suggestions.

Describe the solution you'd like

Add a config flag on the proposal so that the admin can choose when to activate it.

When the admin checks the flag a field would appear so that the admin can set the comparison threshold.

A help text could be displayed bellow the field to explain how it works (% number of words in common).

We could also add an extra field to choose the max amount of similar proposal the comparator displays.

If the config flag is not checked the step shouldn't be displayed on the wizard for the user.

For consistency we could apply these changes on the initiatives module.
