Restrict by verification to make comments

Make comments is one of the multiples mechanisms for users to participate. By default, all registered users can make comments (if comments are enabled). With this feature, admins will have the possibility to set a verifier in order to make comments. So, only verified users can participate.

The aim of this enhancement is to restrict participation by comments in the sub census selected.

Describe the solution you'd like

In permissions' proposal component, add edit permission to make comments.
