Add start/end time in Consultations

Is your feature request related to a problem? Please describe.

While setting up a Consultation, you are only requested to add a start/end day.

It would be useful to also add a duration or start/end time, as you can find in Meetings component. So, the Consultation will be only active during the hours we chosed.

Some organizations want to use Consultations during their meetings or assamblies to take decisions, and that's why it's need that consultations can be active only during a certain time, not all day. 

Describe the solution you'd like

Add Start Time field and End Time field next to the Voting begins and Voting ends fields in Consultation's config.

The time can go between 00:00 to 23:59 and the field it should not be mandatory.

(I share the current consultation time fields, where you can see that only is requested a begin/ending date).
