Changes at "Enhance proposals and initiatives comparator"

I'm always frustrated by the result the proposal and initiative comparator. They are often not pertinent and have me scroll through a long list of totally not alike my proposals proposals until I can submit mine.

Describe the solution you'd like

We'd like to propose a couple of simple enhancements :

As a admin

• I can enable / disable the comparator on my proposal component / initiative type
• I can choose the percentage of the similarity threshold on my proposal component / initiative type
• I can set the number of proposal / initiative displayed for the use in the comparator step (a pagination can be included to allow users to go through the whole list of results
• A multilingual field in the admin allows me to add list of words to exclude in each language activated that will ignored by the comparator to make it more relevant (pronouns, city's name, consultation title)

Describe alternatives you've considered

Setting the similarity threshold really high (99%) so that this step is skipped.
