Export Budgets vote results as Excel

Is your feature request related to a problem? Please describe.

Currently, it is not possible to import paper votes from a PB in Decidim (see this feature proposal).

This leads us to export the digital votes from the platform, to merge them with paper results in Excel and to publish the aggregated results as a static page.

The problem is that it's not easy either to export the results as there is no Export button. Currently, I copy the content of the list from the admin panel right into Excel and since the list is paginated by 15, it can be tedious and error-prone.

Describe the solution you'd like

I suggest we implement an Export function just as the one available in the Proposals component.

It could export the columns: Id, Name, Number of votes in Excel, CSV, potentially JSON.

Describe alternatives you've considered

This feature gets a bit more complicated now that multiple budget headings can be created in one component. That makes the feature even more needed in my opinion. Should we have an Export button for the overarching list (with an added Heading column) or a button inside each Heading? I suggest both.

Does this issue could impact on users private data?
