Changes at "Warning modal for external link"

More and more external links are posted on Decidim by users as the rich editor is made available to them. This can lead to security issues.

Describe the solution you'd like

We propose to add a warning modal that will be displayed when a user clics on a link that will take him outside of the Decidim instance he is visiting. That way he is aware he is leaving the site.

Additional context

We can implement something similar to protonmail. See attachement for sceenshot.

We can use the same texts, buttons and offer a \"Do not ask again\" check box.
