Possibility to publish pages, unpublish pages and hide pages from navigation

**Is your feature request related to a problem? Please describe.**

For processes and components we currently have the possibility to publish and unpublish them. Unfortunately this feature does not exist for static pages.

In addition, currently it cannot be configured which static pages display in the static page navigation and which do not.

**Describe the solution you'd like**

I'd like to have two new checkboxes for the static pages:

  • Published - Controls if the static page is published and displayed for the end user
  • Display in navigation - Controls if the static page is displayed in the navigation

**Describe alternatives you've considered**

Alternatives could include improving the Decidim's CMS features altogether. In case we had better control of the navigation bars and the navigational structure of the system's sections, these kinds of needs could be answered more easily.

An alternative would be to have complete control over the system's navigation. This would include creating a tree structure of the whole system where the admin user could add the following:

  • Static pages
  • Process info pages
  • Process component pages

This would decouple the navigational structure from the existing typed sections of the system. This would also make it easier to answer different needs regarding the navigational structures.

This request came from actual Decidim admin users.
