Cambios en "As an admin I want to be able to add custom links on a participatory space navbar"

As an admin, I can't edit the participatory spaces navbar, so if I want to add an internal or external link, I'm forced to do it in the content or, for participatory processes, in the custom steps CTA buttons.

As an admin, I'd like to be able to add links in the participatory spaces navbar.

I want to be able to configure:

• Title *
• Link *
• Weight *
• Open in a new tab / Open in the same tab

Does this issue could impact on users private data?

The external links could imply security issues.
