Better proposal import options

Is your feature request related to a problem? Please describe.
When importing proposals from one component to another (we are importing approved proposals to vote them), the status of the proposal (approved) and the answer (approved because blablabla) are not imported. There is some information that is lost during import that our client wants to keep in the imported proposals.

On the other hand, we anticipate a phase with many proposals. To facilitate voting, we decided to vote on the proposals for each scope separately. To allow this, we need to import the proposals by scope.

Describe the solution you'd like
We propose to add these two options when importing proposals from one component to another:

• Import the status of the proposal and the answer (checkbox).
  
• Import the proposals of a certain scope (scope selector).
