User language preference enhancement

As a user it is not clear that selecting another language to browse the site updates my user preference.

Describe the solution you'd like

Given I'm user browsing a multi-lingual Decidim instance
When registering on the site using the sign up form
Then I can choose a preferred language using a dropdown menu to browse the site and receive email notifications.

To save the user's time, we can pre-fill the language preference with the user's browsers language (language_header).

Given I'm a signed in user
When I visit my account page
Then I can choose another preferred language using a dropdown menu and update my profile

Given I'm a user (signed in or not) browsing the site
When I use the language selector
Then It doesn't impact my preferred language settings saved in my profile.

Additional context

Right now the language preference is very tightly link with the language selector present in the navbar. The language associated to my profile is the one that I select to browse the site. Notification are also sent using that language. If I select another language to browse the site then my preferred language is updated. A little video explainer bellow.
