Banner for encouraging user to confirm his email address

Is your feature request related to a problem? Please describe.
Given a decidim instance has the fast sign up config activated.

When a user, creates an account he can directly contribute to the platform without confirming its email address clicking on the link it received by email.

This leads to users not confirming their email. After 2 weeks they cannot sign in anymore and most of them do not understand they need to click on "Didn't receive confirmation instructions?" to confirm their email and gain access to their account.

Describe the solution you'd like
We want users to confirm their email so they can access their account easily in the long run.

For this we propose to display an alert message below the navigation bar on all pages indicating that a confirmation email was sent to the user's email address and that he has to click on the link inside it to confirm.

The banner should include a button to :

  • resend the confirmation email
  • edit the email address inputed in the first place in case the user made a mistake by adding a link to /account

Just a note to this that we have one ordered work in our pipeline where we will implement email confirmation workflow during the registration process, also optional for the 3rd party service registrations (which might not always provide a confirmed email).

If this is something that would fit the core, we could back'n'forth about how to bring it to the core.

We are thinking of a number code that gets sent to the email that the user has to type to the page and the user cannot leave that page before they have confirmed their email. It was discussed at GitHub with @andres :
