Changes at "Fix link to comments in Notifications"

As a registered participant who is following content in Decidim, when I see a comment Notification in /notifications, if I click I go to the old format link (with anchor link).

Describe the solution you’d like

I want to have it linked to the new format (see gid://metadecidim/Decidim::Hashtag/340/5609)

Acceptance criteria

• Given that I’m a participant with a new comment notification,
  When I go to my notifications page
  Then I can click on the comment
  And go to the single comment page.
