Start proposal generation directly via map

Is your feature request related to a problem? Please describe.
Many processes we encounter would like to have the map as a starting point. Currently, geolocation only appears during the proposal creation process and is not quite as intuitive. An address is required as a must to even initiate a map where you can move the pin. In many cases however, the address may not even be known, or be in places where there is no corresponding address.

Describe the solution you'd like
I would like to initiate the proposal creation starting from the map. This would work as follows and only applies if geologation is enabled and if users can create proposals:

1. I click on a desired place on the map.

2. A popover with a button "Create proposal" appears

3. If clicked, I am directed to the proposal creation wizard, with the coordinates/address already filled out.

Describe alternatives you've considered
Pokecode has a module which allows extracting the coordintes directly from your position. This would be a welcome improvement to the core as well. It only works if I'm directly at that place.

Additional context
This could also be developed for Decidim GEO, if not accepted to the core
