Official proposals in sortitions

In the Global settings pannel there's a box "Official proposals enabled". Afterwards, in the Step settings pannel there's another box "Proposal creation enabled". Currently, it's not possible to create proposals only form the Admin pannel. Once the "Propoal creation enabled" is marked, the button for making new proposals appears also in the front-end. This is a problem since we migth have duplicate proposals.
