Add image when video not available on consultations

When a new consultation is opened there is the option to include a video. However a video will only be available for organizations with resources to make one, not for all organizations. When no video is added the consultation section leaves the main image blank, which doesn't look nice. I expect this blank space to be filled with the image of the consultation. The screenshot below displays the blank space I mention on this bug report.
