Documents and collections should move up to the top of webhooks and related content in process page

Right now special content is displayed on the process home page: proposals, results, meetings, etc... whereas this special content (coming from components) has their own space within the process, documents do not have a special menu to visit. Documents are displayed bellow those views and thus the cost of discovering related documentation is high (too much scrolling) for a content that is not displayed anywhere else. I expected documents to display first, before component-items views.
