Use target "_blank" for attachments & external links

For all links, routes, etc. that are related to attachments or external links (outside domain), it's common to add "_blank" target to them. This is not the case for Proposals attachment's urls, neither in Twitter tags links. They should open a new tab, to not lose the current location in platform. I do not found other links that have the same issue.
