When clicking Ammendments in participatory text, decidim creates a new one instead of displaying them

When I enter a collaborative text I can see for each piece a link to the ammendments. However if I click there, Decidim brings me to the creation of a new ammendemnt. If I clikc on the number (that is just next to it) then it also brings me to create a new ammendment (see attatched picture).

I expect the the link to bring me to the list of ammendments, not to the creation of a new one.

This happens with Decidim 0.28.x
