Change "promoter committee" to "promotion workgroup"

On different parts of Decidim, we use "Promoter committee" (see initiatives) or "Promoter group" (consultations, assemblies, processes). Discussing the translations for this concept on Crowdin, we were suggested to use "Promotion workgroup" instead, as it sounds less pretentious. This would only affect the i18n files of Decidim.
