Open external links/related documents in another tab/window

Some links that open in the same window are a bit of a problem, because the user has to go backward to keep navigating on the platform. These links should open in a new tab or window. These links are : - links to the related documents of a participatory space - links in the description of a participatory process, or a page, leading to outside of the platform - link to the terms and conditions page that is on the sign up form
