Add the ability for an admin to contact a user directly

Hi ! I propose to improve the administrator's ability to contact a user by being able to contact him directly from the administrator space. I already made a small PR on OSP repo to discuss the feature : https://github.com/OpenSourcePolitics/decidim/pull/138 In order to open the debate, I propose it here too
