Don't show error in case field is empty when creating a proposal

When creating the proposal and moving between the form fields with tab key, the system shows an error "There is an error in this field". The field is also marked red. This has confused some users during user testing and the feedback was that it would be better to show the error only if there is some erroneous content in the field.
