Possibility to configure the top level navigation

It should be possible to configure which pages are visible in the top level navigation. It could be some of the top level pages there are currently or it could be e.g. a content page (FAQ, etc.), a participatory space home page or a component page under a participatory space. In fact, I think requests such as this one would be much easier to serve in case it was easier to configure the navigation: https://meta.decidim.org/processes/roadmap/f/122/proposals/13125
