Add the possibility to add an attachment as an external URL

We could place this field next to the upload button. This would come really handy when we have heavy files to load on the server. We are having this issue with one client who is obligated by law to display really heavy reglementary files (urbanism plans and so on) and these are generally already stored somewhere.
