Targeted communication to groups of people

Regarding getting people to participate, physical meetings are a key in getting people actively involved. Therefore, we've heard requests from Decidim users that they would like to communicate directly to certain people in the system, not only the whole userbase who have enabled newsletters. I'll list below some of the requests that we have heard so far (anyone else can chime in). I would like to send a message to all participants in the system who: - Have submitted an idea/proposal. - Have participated in an idea/proposal (one of the authors). - Have participated in general (left idea/proposal, comment, support, etc.). These requests can apply to the whole system (i.e. all participatory spaces) or can be limited to a certain participatory space or a certain component.
