UX / Proposal selection in admin budgeting project adding view

The budgeting project adding view is currently very unusable with hundreds of proposals in the system regarding the proposal selector. The usability issues with the current selector: - It is hard to find and select multiple proposals from the list for the average users. The proposal selector popup should be used instead (e.g. similar to accountability module). - In case there are proposals with a similar name, they are hard to distinguish from each other. The proposal ID should be visually included with the proposal name to help users distinguish them from each other.
