Improvements on "collaborative draft --> to proposal" flow

Right now a deadline might be set to start supporting/voting proposals, by that time the proposals collaborative drafts need to be published for them to collect supports/votes. The problem is that co-authors might not be aware of this deadline and proposals might be lost. This is a drama. In order to avoid this we suggest a number of improvements: 1. Send a special notification/mail to co-authors 2. Automatic publication of all non-published non-withdrawn drafts. This is better than not having them published.
