Add time zone configuration for meeting component or platform globally

Taking in account this to bug report: https://meta.decidim.org/processes/bug-report/f/210/proposals/14661 Maybe could be useful to let admins configurate time zone for platform or for meetings component. Thinking on global organitzacions using decidim such as: https://forum.transformadora.org/?locale=en this time zone manager should be for meetings component... I don't know. What do yout think about?
