Create image galleries in proposals

We want to allow certain processes to create proposals with image galleries. I'd like to discuss here the options to do that: 1. Allow admins to create image galleries if attachments are allowed in the component. I've already created a PR with this functionality in https://github.com/decidim/decidim/pull/5339 2. Allow final users to create that galleries too. To do that I propose to introduce another component variable ("enable gallery creation" or so) to let the admins configure if they allow it. But I'd like to hear ideas for it. In the future I also want to expand this to all the parts using the attachment components, meetings, blog (if accepted https://meta.decidim.org/processes/roadmap/f/122/proposals/14771), etc.
