Allow one to many relations for scopes

Currently scopes work with 1 to 1 relationships with : - participatory spaces - proposals - meetings - results It is increasingly becoming a need for our clients to be able to express 1 to many relationships for proposals who might apply to several neighbourhoods or processes that span over several district but not the whole city. We'd like to have Decidim Product give us its opinion about such a change in the data model ? Would it be an important refactor or would it be easy to implement ?
