Token voting rule on Budget component

Our client want the users to vote by allowing tokens to projects for the Budget component. Multiple tokens can be allowed to one project. As a user, I want to be able to give several votes of my total votes for the same project. To do this, I want to see next to each project a voting method allowing me to assign multiple votes for each project. As an admin, I want to be able to activate or deactivate this voting method in the admin panel (in the "voting rules" section of the Budget component), thanks to a checkbox. I also want to be able to have a field to configure : - the total number of votes a user can assign - the maximum number of votes that can be assigned to one project.
