Co-authorship enhancement on Initiatives

Distinguish promoting committee rights from the author of the initiative ones:
- The co-authors of an initiative can't revoke the original author
- The co-authors of an initiative can't revoke other co-authors
- Co-authors can't accept or refuse another co-author
- Co-authors can't send the initiative to technical validation
- Original author must always appear first on the FO authors list
Co-authorship display on the initiative FO page
- Collapse co-authorship list in the case of more than 3 authors (like for endorsements)

**Is your feature request related to a problem? Please describe.**
Currently the co-author (members of the promotion comittee) has the same permissions as the initial author of the initiative. A co-author can send the initiative to technical validation (without a way to cancel) remove other co-authors, validate new ones, this creates a high level of uncertaintety around the process of drafting an initiatives.
**Describe the solution you'd like**
We think that distinguishing the permissions of the initial author and the co-author would help solve this issue.
The initial author can :
- validate new co-authors (members of the promoting comittee)
- remove co-authors
- send to technical validation
- edit the initiatives : title, description, hashtag etc.
Co-authors can only :
- change the title, description, hashtags, add a joint file etc. of the petition
The original author must always appear first in FO in the authors of the petition.

Provide clear guidelines to using the promotion committee feature.
