As an admin, I want to be able to enable or disable the possibility to add attachments to initiatives when configuring an initiative type.
Then, authors and co-authors will not be able to add attachments in the FO & BO when creating and editing an initiative.

Is your feature request related to a problem? Please describe.
Like with proposals the initiative type should have a configuration that specifies that user can add joint files to their initiatives.

We should add a checkbox in the parameters of the initiatives types that specifies if attachements are enabled.
