Change the link in author tooltip to send easily a message to the author

In this containment period, help & support networks are multiplying on Decidim. Some of our clients are creating assemblies or PP for citizens to offer or ask for help. In this peculiar case, it can be hard for users to find how to contact other users (offering or asking for help) via Decidim messaging.

As a user, when reading a proposal card or proposal page, I want to be able to easily contact the author by clicking on a link on the author tooltip.

As @carol suggested (see this comment), on the author tooltip, 3 different links are leading to the same page: the user profile. It's not really useful.

Describe the solution you'd like

Replace the "View full profile" text and link with a link "Send a private message" that would redirect the user on the /conversations/[id].
